Virginia Beach, Va. — A two-day undercover human trafficking operation in Virginia Beach has led to the arrest of four individuals and the identification of six trafficking victims, authorities announced.

    Names of suspects:

    Larry Fulgham, 39, of Suffolk

    Labrint Brown, 37, of Norfolk

Tammy Brown, 24, of South Carolina

    Marissa Pressley, 24, of Norfolk

The Virginia Beach Police Department’s Special Investigations Bureau, working alongside the Hampton Roads Human Trafficking Task Force, carried out the targeted operation on Friday and Saturday. The mission focused on identifying people involved in promoting prostitution and rescuing those being exploited through human trafficking.

The department stated the sting aimed to “target individuals suspected of pandering prostitution and identify victims of human trafficking.” Officials confirmed that six victims were located and have since been connected to comprehensive services through a partnership with Samaritan House, a local nonprofit that supports victims of abuse and trafficking.

    Suspects and Charges

Four suspects were taken into custody and now face a variety of felony and misdemeanor charges:

    •Larry Fulgham, 39, of Suffolk

Charges: Possession of a controlled substance, two counts of pandering prostitution, use of a vehicle to promote prostitution, and driving with a suspended license.

•Tammy Brown, 24, of South Carolina

    Charges: Prostitution.

    •Labrint Brown, 37, of Norfolk

Charges: Possession of a firearm by a convicted felon, aiding prostitution, and sex trafficking.

    •Marissa Pressley, 24, of Norfolk

Charges: Aiding prostitution, use of a vehicle to promote prostitution, sex trafficking, and driving with a suspended license.

All four suspects were apprehended without incident and booked into custody. Authorities believe the individuals may be part of a larger network that operates across state lines.

    Ongoing Investigation and Victim Assistance

Law enforcement officials confirmed that the identified victims have been offered immediate and long-term support, including housing, medical attention, counseling, and legal resources. Police emphasized that assisting survivors is a top priority, and that victim identification remains a key element in their anti-trafficking strategy.

“This operation reflects our ongoing efforts to disrupt human trafficking networks and ensure victims get the help they need,” said a VBPD spokesperson. “It takes strong collaboration between law enforcement and community partners to bring traffickers to justice and support those who’ve been exploited.”

The investigation is ongoing, and federal agencies are expected to become involved due to suspected interstate trafficking links.

    Resources for Victims

Authorities are urging anyone with information about human trafficking or anyone who may be a victim to seek help. The National Human Trafficking Hotline is available 24/7 and offers confidential assistance. Contact the hotline at 1-888-373-7888, text “HELP” to 233733 (BEFREE)

This operation is part of a broader effort to confront and dismantle trafficking operations in the Hampton Roads region and beyond—while centering victims in the path toward justice and recovery.
