The incident occurred in the 4100 block of White Beam Court at approximately 7:02 PM. Officers encountered 22-year-old Marques Hasbrouck of Virginia Beach, who was armed with a crowbar and a metal rod. Despite officers’ commands, Hasbrouck did not surrender his weapons.
