PITTSBURGH — Police arrested a 19-year-old man in connection with a series of indecent acts reported in Frick Park on Sunday evening, officials said. Isaiah Rivers, of Penn Hills, faces multiple charges including indecent assault and indecent exposure.
At approximately 5:15 p.m. on September 22, officers responded to a report from a woman who said she was running on Tranquil Trail when Rivers approached her from behind, telling her there was a liquid on her clothing. He then allegedly proceeded to fondle her before she managed to get away and call the police.
Shortly after that, police received another report of a man matching the same description engaging in lewd conduct at the Frick Park Lawn Bowl. The caller stated that the man was masturbating and recording himself on his phone, later turning the screen to film her.
A third person later reported seeing a man in a red hoodie, believed to be Rivers, following women around the park before sitting on a bench on Tranquil Trail.
Officers located Rivers in the area, and the first victim positively identified him as the person who had assaulted her. Rivers was taken into custody following a consultation with the District Attorney’s Office.
Police collected Rivers’ phone and the victim’s clothing as evidence. He has been charged with indecent assault, indecent exposure, harassment, and open lewdness. Rivers was transported to the Allegheny County Jail.
The investigation remains ongoing.
