HARRISBURG, PA — Attorney General Michelle Henry announced that Kevin D. Kolb, founder of Sick Recovery, a Berks County-based non-profit organization for men with substance abuse issues, faces charges for allegedly using the organization as a source of unpaid labor.
A collaborative investigation by the Office of Attorney General and Pennsylvania State Police, along with the findings of the 52nd Statewide Investigating Grand Jury, revealed that Kolb recruited participants under the pretense of providing treatment and healthy recovery options. Investigators found that participants were required to surrender their personal belongings, including identification, money, and cell phones, and were not allowed to contact their families. They worked construction jobs without pay and lacked any reasonable means to leave the program voluntarily.
Kevin Kolb was charged Thursday with involuntary servitude, theft by unlawful taking, tax evasion, insurance fraud, and related offenses. He was arraigned and given a $250,000 unsecured bail.
