NEWARK, DE — Delaware State Police have arrested Dinetta Kerfoot, 57, and Thomas Kerfoot, 49, both from Bel Air, Maryland, on charges related to a significant case of home improvement fraud in Newark.
The investigation initiated on April 12, 2024, followed a complaint regarding the incomplete reconstruction of a residence on Old Baltimore Pike. The homeowner, an elderly individual whose house was destroyed by fire in June 2022, had contracted with Cornerstone Restoration, owned by the Kerfoots, in December 2022. The agreement stipulated a completion date of September 2023, with an initial payment of over $80,000 handed to Dinetta as part of a $298,000 total payment plan.
Despite the substantial payments made by the homeowner between December 2022 and January 2024, the reconstruction remained incomplete as of March 2024. Additionally, three subcontracted companies reported non-payment for services rendered on the project. Efforts by the victim to contact the Kerfoots for a resolution or refund were unsuccessful.
Troop 2 Criminal Investigations Detectives eventually issued warrants for the Kerfoots, leading to their voluntary surrender at Troop 2 on July 30, 2024. Both face multiple charges relating to the fraudulent dealings and mismanagement of the contracted home improvement project.
