FREEHOLD, NJ — This week, an audio recording was leaked alleging abusive behavior by Ross Licitra, the executive director of the Monmouth County SPCA and a Monmouth County Commissioner.
The recording purportedly captures Licitra engaging in verbal abuse toward staff and volunteers at the shelter. Former employees have reported experiencing PTSD as a result of the alleged daily occurrences of verbal assault and mistreatment.
Licitra earns $132,000 plus benefits to run the dog kennel. He is also an elected member of the Monmouth County Board of Commissioners. He was appointed to the position, a political patronage job, in 2015. He also earns $30,000 as a member of the Board of Commissioners.

In the audio, Licitra can be heard berating the employee, dismissing his contributions, and questioning his qualifications compared to other staff members. Licitra’s outbursts include repeated instances of verbal abuse and derogatory remarks, reflecting a hostile work environment.
“”his male employee was being severely disciplined because of his bullying and complete lack of respect for two female managers. His actions were so disrespectful and at times physically threatening that both female managers came to senior management because they were so taken aback. I will never stand by and allow anyone to treat our female managers with such low regard as this person did. After that meeting, he profusely apologized and stated that he would never repeat his actions. With the OK of both female managers, he was given a second chance. Unfortunately, a few days ago he failed to follow protocols (again) and allowed two dogs to fight, severely injuring one dog and the other dog having to be euthanized. I hope this gives you a little better understanding,” Licitra said in a statement regarding the incident.
He did not say why he cursed at the employee and belittled him.
Licitra emphasizes the organization’s high live release rate and the decision-making process behind euthanizing animals. He argues that the employee, lacking formal qualifications, has no right to challenge the decisions made by the shelter’s directors and medical professionals.
The recording has raised concerns among current and former staff members about the workplace culture at the MCSPCA. Employees earn $14 per hour, and many feel they deserve better treatment and respect.
