Morilus Mouscardy Obituary, Death; – A man from Reading has been charged with homicide by vehicle and additional offenses in connection with a two-vehicle collision that resulted in one fatality and multiple injuries in Lebanon County last year.
Salomon Francouer, aged 36, was charged on February 18 following an investigation into the crash that occurred on May 30, 2024, conducted by the South Lebanon Township Police, with support from the Lebanon County Accident Reconstruction Team and the Lebanon County Detective Bureau. The incident took place at the intersection of State Drive and Schaeffer Road in South Lebanon Township, as reported by law enforcement.
Authorities established that Francouer was operating a gray Honda Odyssey minivan that failed to yield at a stop sign, leading to a collision on the driver’s side with another vehicle. At the time of the incident, Francouer’s vehicle was carrying 11 occupants, some of whom were not using safety restraints, according to police reports. The vehicle is intended to accommodate a maximum of seven individuals, as noted by authorities.
During the crash, one of the passengers was ejected from the vehicle, while another was partially thrown from it. Several others sustained injuries.
A passenger located in the trunk of the vehicle, identified later as Morilus Mouscardy, was pronounced dead at the scene, according to police. The driver of the other vehicle and one of its passengers also suffered injuries in the incident, as reported by law enforcement.
Investigators analyzed security camera footage from a nearby business at the intersection of State Drive and Schaeffer Road. This footage, combined with the findings of the Accident Reconstruction Team, indicated that Francouer was responsible for the crash due to his failure to stop at the stop sign.
Additionally, authorities noted that the vehicle was overloaded at the time of the incident due to the excessive number of passengers.
Alongside the charge of homicide by vehicle, Francouer faces three felony counts of aggravated assault by vehicle, as well as summary charges of reckless driving, careless driving, and failure to stop at a stop sign.
