GEORGETOWN, Del. — Delaware State Police have arrested Jeremy Bowen, 45, of Houston, Delaware, on charges of home improvement fraud following a series of investigations into his business practices.
Detectives from Troop 4 began investigating Bowen, the owner of Delmarva Landscaping Solutions, LLC, and Shoreline Escapes, LLC, in July. The investigation revealed that Bowen entered into multiple contracts between March 2023 and March 2024, promising to complete home improvement projects, including the installation of inground pools and a fence.
A 65-year-old Georgetown resident signed a contract with Bowen in March 2023 for the installation of an inground pool, paying him $27,500. In September of the same year, a woman in Ocean View paid Bowen $18,000 for a similar project. Another contract, signed in March 2024, involved a Frankford man who paid $1,600 for a fence installation. In each case, Bowen failed to fulfill the contracts, with only one victim receiving partial reimbursement.
Bowen turned himself in at Troop 4 last week after detectives obtained warrants for his arrest. He faces multiple felony charges, including two counts of Home Improvement Fraud Over $1,500, Home Improvement Fraud Over $1,500 where the victim is over 62, Theft by False Pretense Over $1,500, and Theft Over $1,500.
According to the Delaware State Police, Bowen was arraigned by Justice of the Peace Court 2 and released after posting an $8,000 secured bond and a $3,000 cash bond.
