WALL TWP — A Toms River man was arrested Friday during a welfare check on a suspicious vehicle near Lakewood Road and Cedar Street. The suspect, identified as 43-year-old Ryan P. Barber, now faces multiple charges, including possession of heroin, driving while intoxicated, and possession of an open container of alcohol in his motor vehicle.
Patrolman Wayne Jackson of the Toms River Police Department conducted the welfare check on August 16, 2024, after noticing the suspicious vehicle. Upon investigation, Barber was found to be in possession of heroin and appeared to be under the influence. Additionally, an open container of alcohol was discovered inside the vehicle.
Barber was arrested, processed, and subsequently released in accordance with John’s Law, which requires law enforcement to detain intoxicated drivers for a period of time or release them into the custody of a responsible party.
The case remains under investigation as authorities review the circumstances leading to Barber’s arrest.
