HARRINGTON, DE – Delaware State Police arrested 37-year-old Joseph Kellogg of Virginia Beach, Virginia, on charges of aggravated menacing and other gun-related offenses following an incident at the Delaware State Fair.
The arrest occurred late on July 27, 2024, after troopers were dispatched to a hit-and-run crash in the Cow Parking Lot of the fairgrounds around 11:45 p.m.
According to reports, the drivers involved in the crash had an altercation during which one of them, later identified as Kellogg, brandished a firearm before fleeing in a black Honda Pilot.
State Police located the Honda Pilot nearby and apprehended Kellogg without further incident. Fortunately, the victim involved in the confrontation was not injured.
Kellogg was subsequently processed at Troop 3, charged with aggravated menacing among other offenses, and arraigned at Justice of the Peace Court 7.
He has been committed to Sussex Correctional Institution on a $55,201 secured bond.
