CUMBERLAND, MD — Thomas Scannell Jr., a 63-year-old resident of Cumberland, was arrested on charges of intoxicated public disturbance, littering, and obstructing police officers. The arrest occurred on Sunday, July 21, 2024, at approximately 2:02 PM near the George Washington Headquarters on Greene Street.
Responding to reports of an assault in progress, officers from the Cumberland Police Department encountered Scannell, who was visibly intoxicated and uncooperative. He repeatedly approached the police aggressively and attempted to walk away while officers were trying to conduct their investigation.
Scannell was subsequently arrested and transported to Central Booking, where he is currently being held awaiting a bond hearing. His actions have led to charges including obstructing and hindering police operations, a violation under local statutes that address public safety and order.
